Guide — fix a PDF in three clicks, without uploading it
The tabs at the top switch between Merge, Split, Compress, PDF → Image, Image → PDF and Organize Pages. Nothing reloads.
Drag a PDF or a few images onto the box, or click it to browse. The file is opened by your browser, not sent to a server.
Put files in order, type page ranges, choose a compression level, a resolution or a page size. Each tool only shows what it needs.
Press the green button. A progress bar counts the pages; a long scan takes a moment per page.

Every page is redrawn as a JPEG image at a lower resolution. That saves a lot on scans and photo-heavy files. The text can no longer be selected afterwards.

Free PDF tools that run in your browser
PDF Tools is a free set of six PDF tools on one page: merge PDF files, split a PDF, compress a PDF, convert PDF to JPG or PNG, convert JPG to PDF, and rotate, reorder or delete pages. All of it runs inside your browser, using the open-source libraries pdf-lib and Mozilla's PDF.js, so your documents are never uploaded. There is no account, no watermark, no daily limit and no ads.
It is not a full PDF editor. It cannot change the words on a page, add a signature, run OCR on a scan or unlock a password-protected file. What it does is the everyday work people usually hand to an upload site — combining, cutting, shrinking and converting — while the file stays on your own computer or phone.
Why it matters that nothing is uploaded
Most online PDF services send your file to their server, process it there and send it back. That is fine for a menu, less fine for a contract, a payslip, a medical letter or an ID scan. Here the page loads three libraries and then does the work in the browser tab itself. You can check this: open your browser's developer tools on the Network tab and watch nothing leave when you press a button, or switch off Wi-Fi after the page has loaded and carry on working. Because no third party ever receives the document, there is also no data processor to vet under GDPR.
How to merge PDF files into one
Open Merge PDF, drop in two or more files and drag them into the order you want. The order of the list is the order of the pages in the result. Merging copies each page as it is, so the file stays searchable and keeps its quality; the merged file is roughly the sum of the inputs. Bookmarks from the source files are not carried over, and fillable form fields may stop working, so fill in forms before you merge them. Encrypted PDFs are skipped with a warning. How to split a PDF or extract pages
Split PDF has three modes. Page ranges takes a list such as 1-3, 7, 10-12 and makes one file per range, so that example gives you three PDFs. Every N pages cuts the document into equal parts, which is handy for a batch scan of two-page forms. One PDF per page bursts the whole document into single pages. Page numbers count from the first page of the file, which is not always the number printed on the page. Splitting is lossless. More on the split PDF page.
How to compress a PDF, and what it costs
A PDF is almost always large because of images: a scanner or phone camera stores a full photo of every sheet. Compress PDF redraws each page as a JPEG at a lower resolution and quality, which is why scans often shrink by 50–80%. The price is that the text becomes part of the picture, so you can no longer select, search or copy it. A PDF exported from Word or Google Docs is already small and will barely shrink; if one of those is too big, it is usually an embedded photo, and splitting it is the lossless alternative. Convert PDF to JPG, or JPG to PDF
A PDF page is measured in points, 72 to the inch, so the resolution you choose decides how many pixels each page gets. At 144 dpi an A4 page becomes an image of about 1190 × 1684 pixels — sharp on a screen and in a slide deck. Pick 108 dpi for small previews and 216 dpi when you want to print or zoom in. Use PNG for text, diagrams and screenshots and JPG for photos. The other way round, Image → PDF turns photos, receipts and screenshots into one document; choose Fit image to keep each picture at its own size, or A4 or Letter for pages that print cleanly. iPhone photos in HEIC format need converting first, for example with the HEIC to JPG converter. Rotate, reorder and delete pages
Organize Pages shows a thumbnail of every page. Use ↺ and ↻ to turn a single sideways scan, Rotate all to turn the whole file, 🗑 to remove a blank or duplicate page, and drag thumbnails to change the order. Rotation is saved as a page setting rather than by redrawing the page, so the text and images are untouched. The rotate PDF page covers this tool on its own.
Which tool for which job
- Too big to email: Compress for a scan; Split for a text document you need to keep searchable.
- Several files that belong together: Merge. Photos among them? Run them through Image → PDF first, then merge.
- One page out of a long contract: Split with that page number as the range.
- Pages upside down or out of order: Organize Pages.
- A site that only accepts images: PDF → Image.
- Blank pages from a duplex scan: Organize Pages, then delete them.
Limits and troubleshooting
There is no limit on pages or on the number of files. The real ceiling is memory, because the whole document is held in the browser tab: a few hundred pages are fine on a laptop, while a very large colour scan can be slow or crash the tab on a phone. If that happens, split the file, work on the parts and merge them back. A file that "cannot be read" is usually encrypted — and that includes PDFs that open without a password but block editing or printing. Save an unprotected copy from the program that made it (or "print to PDF") and try again. If nothing downloads, check that your browser is not blocking downloads from the page. Chrome, Edge, Firefox and Safari on desktop, iOS and Android all work; dragging to reorder is easiest with a mouse.
Free, private and in ten languages
The tools are free with no paid tier behind them: there is no server cost to recover, because your own device does the work. Once the page has loaded you can disconnect and keep going. The 🌐 button in the top bar switches the interface between English, Dutch, Spanish, Arabic, Indonesian, French, Portuguese, Russian, Japanese and German; your documents are never read or changed by it.
